A World Trade Organization (WTO) compliance panel has been established to determine whether the U.S. has fully implemented the WTO decision on country of origin labeling for cattle and hogs imported from Canada and Mexico. This panel will decide whether the revised COOL regulations issued by USDA in May, 2013, are consistent with the July 2012 ruling against the U.S. in the original case.
Canada and Mexico, who requested the compliance panel
, object that the new COOL regulations continue to be a burden on their livestock exports. The U.S. maintains that the regulations follow the ruling in the case. The compliance panel is expected to issue a report within 90 days.
